AVM Dr Liaquat Ullah Iqbal hails from GD(P) Branch of Pakistan Air Force. He joined PAF in 1987 and proceeded to US Air Force Academy Colorado in 1990 after initial training at PMA Kakul and PAF Academy Risalpur where he earned BSc Engineering degree in 1994. 

Later attended GIK Institute and Purdue University & respectively, earned Masters and PhD Degrees in Aeronautics & Astronautics Engineering in 2005 & 2009 in Aircraft Design. He has taught as in Purdue, NUST & Air Universities. 

Professional military career comprises 2000 flying hours on various operational types of PAF Aircraft, founding Director UAV Operations at AHQs and various other command & staff appointments. 

He has singular distinction as pilot in 79 years’ national history of PAF to have earned all degrees (Bachelors, Masters & PhD) from USA and is highest ranked & first ever USAFA Graduate Pilot in PAF to rise to rank of AVM (Major General). 

Given his diverse multi-services & multi-national military and academic credentials, PAF appointed him as founding Chief Project Director & CEO of Project of strategic national importance NASTP.

As founding CPD & CEO, he has achieved extraordinary success by establishing national level aerospace cluster as well as 5 major regional techno-parks in Pakistan’s cosmopolitans and universities. He has overall led an extremely uphill task of development and operationalization of aerospace clusters, special technology zones and techno-parks, at magnitude, complexity and scale, never attempted in history of the country.

He currently serves as CEO & custodian of NASTP Concept & Technology Development Roadmaps as well as permanent member of NASTP Board to Chief of the Air Staff PAF.

He was awarded Sitara-e-Imtiaz Military in 2023 and CAS Memento in 2026 in recognition of meritorious and distinguished service to the country & Marka-e-Haq respectively.
